Lockhart, TX – 130 Environmental Park, LLC, a subsidiary of Green Group Holdings, LLC, has filed Parts III and IV of its pending landfill permit application with the Texas Commission on Environmental Quality (TCEQ). 130 Environmental Park is a mixed-use development project planned for northern Caldwell County that will include a landfill, a facility for processing recyclable materials, and an industrial park.

The 130 Environmental Park Landfill will be a state-of-the-art, highly-engineered, and environmentally-friendly waste management facility. Part III of the application consists of the site development plan, general facility design, drainage analysis and design, flood control analysis, detailed landfill design, geology report, groundwater monitoring and landfill gas management plans, and closure and post-closure plans. Part IV of the application is a comprehensive site operating plan that provides details on operational procedures for the facility. The application can be found online on TCEQ’s website here.

Parts I and II of the application were filed in September 2013, and Parts III and IV represent the final components of the Type I facility permit application with TCEQ. 130 Environmental Park, LLC has also recently submitted the response to a Notice of Deficiency (NOD) issued by TCEQ on the registration application for the proposed 130 Environmental Park transfer station, which will process recyclable materials from construction and demolition waste for re-use and recycling. NODs are the mechanism through which the technical review team at TCEQ requests an applicant to provide additional information and clarification about various matters related to a proposed facility.

Green Group Holdings presented to the Caldwell County Commissioners Court a draft of a voluntary Host Agreement, which is separate and independent from TCEQ’s landfill permitting process. Provisions in the draft Host Agreement include size and operating limits on the landfill, significant county revenue, student scholarships, and other benefits for local residents and businesses. Community members can learn about the 130 Environmental Park project and the TCEQ review process by attending the TCEQ public meetings. The first TCEQ meeting will be on May 8 at 7 p.m. at the Lockhart Junior High School and will cover the 130 Environment Park Transfer Station registration.
